Under the Seafood Safety Act 2003 all seafood businesses in Victoria require a licence issued by Prime Safe in order to operate.

Seafood processing facilities licensed by Prime Safe include:

  • Retailer - a retail business that sells seafood for human consumption.
  • Wholesaler – a business that sells seafood by retail or wholesale with processing limited to the minimum necessary to preserve seafood including storing, chilling and freezing.
  • Processor – a business that sells seafood by retail and wholesale or wholesale only with processing limited to filleting, skinning, shucking, heading, packing, chilling, freezing, gutting or storing.
  • Further Processor – a business that sells seafood by retail and wholesale or wholesale only with processing activities including canning, smoking, cooking, curing, drying or adding processing ingredients.

All vehicles used for the conveyance and transportation of seafood for human consumption is required to be licensed. A licensed vehicle is not required to transport live seafood however; this operation must be covered under the food safety plan of a licensed seafood business.
